I agree. Harmonica is from NUNS. But the 117th is also from the NUNS. Therefore I think Harmonica is both a survivor just like Ranka and still part of the NUNS. Because they are a research fleet, they may have been working on a prototype variable fighter when they got wiped out and the survivors managed to field the VF-27 years later. As for the snake Leon, there is no doubt he knows more about Ranka than he is letting out. I feel that he is using Cathy to get to the president for something.

Okay, I'm gonna go out on a limb here and say that the VF-27 is either from a third unnamed colony fleet, survivors from the 117th Research Fleet, or from Earth. Harmonica's familiarity with the song "Aimo" is really making me think he and his squad are from the 117th.
