it's because Shin Godzilla isn't a lizard (per se) as opposed to previous Godzilla's which was originally some kind of lizard (prehistoric 1954 G, an irradiated Iguana from 1998's Deanzilla, to an actual T-Rex-zilla from the 90's films). Your guess is as good as mine to what creature SG was originally... maybe a fish because of those eyes?

Kotobukiya claims it's 1:144 scale, which seems about right to me.

Kotobukiya also did a model of the Super X2 in 1:144 scale, an imposing and heroic design that's just too big to fit into my diorama:
