They are clearly shown as off when Hikaru is rescuing Minmay in Episode 2. You can see the turbines spinning as he holds Minmay in the VF-1D's hand. H Edit: hehe, "turnbines." I would think they function like the MIG-29's do--closed with weight on wheels and in Battroid Mode (or any time ingesting FOD would be a danger--like combat in space).
