That is Johnson/Wolfe (or it would be if he had a mustache) just after getting back from his Op at the begining of the episode. In the flashback, it has Johnson/Wolfe weaing what could either be an armored spacesuit (Mospeada)/REF Infantry Body Armor (Robotech)....it has a stylistic reminescent of CVR-3 in some ways.
