I trawled through the bandai tamashi website using google translate and found an email us tab and emailed them, also emailed bandai japan a few times, not exactly clear who sent me it as the note was so brief, had the bandai and tamashi logos on it though

Thanks loop, I got lucky it seems, I'd emailed bandai tamashi a couple of times with no reply but on Saturday morning a small package of bubble wrap arrived in the post, inside was a new head and a typed unsigned note that just said sorry for quality issue here is replace, broken english but great service!
