They think it makes more profit, but in the long run it looks like you are a scammer. IMHO that will keep people from bidding on your auctions and keep away repeat business. Since eBay doesn't count shipping fees toward the final value of an item, that particular fee is less for the seller. It also serves to cover any and all other eBay and PayPal fees that are involved.
