It actually comes up several times that they a budget set by the UN and they have to deal with limitations based on it. It's even a plot point in End of Evangelion that the UN didn't approve their budget requests that would have allowed them to rebuild and add new defenses because SEELE was planning to invade and that would have made it harder. This was supposed to be MISB but the seal was popped. I'm wondering if I got screwed, or if they're all a mess. And the white armor/band around the abdomen isn't attached at all.
